Herd immunity was an observation of the disease cycle

The theory of herd immunity spoke to the disease cycle, the ebb and flow of disease, not to the integrity of natural immunity. It theorized that once 67% of a community gained immunity, the ongoing disease outbreak would ebb; would slow, then stop. It was an observation, never intended as a strategy for disease prevention.
